I feel like a full-fledged Flexer now; I just got my first (and hopefully last) dog bite on this, my 4th block. I am retired with a decent pension, so I don't Flex to make a lot of money, rather, I do it to keep myself busy and get a little mad money on the side.
This is an interesting story, and I hope it helps others in a similar situation. This story comes from Hidalgo County, Texas.
I was about halfway through my block on Thursday when I was making a delivery to a rural area. It was a fairly large house, and you had to pull into the driveway to make the delivery because of the distance from the main road.
The gate to the estate was open, so I pulled right in. There was no sign of dogs, so I got out, scanned the package, and was going to drop it off at the front door. About this time a lady exits the side of the structure and lets out a pack of 4-5 dogs with her that start running towards me. I figured since the owner was there, I had nothing to fear and was about to have her sign for the package and be on my way. As I approached her, one of her dogs snuck up behind me and bit me on my lower thigh. It felt just like being jabbed with a needle.
Halfway in shock about what had just happened, the lady told me to just leave the package on the walkway to the front door and then vanished with the dogs; no apology, nothing. I should have said something or at least asked if her dog was vaccinated, but I wasn't thinking clearly at the time. I got back into my vehicle and lifted my pants leg and checked the bite and took a picture of the wound and another of the house. I didn't think to take a screenshot of the name and address either; well, the wound didn't look too bad, so I just slapped some hand sanitizer on it, manned up then went on to the next stop. I did report the incident in the app though.
Later, I was looking up dog bites on Google and they all said if you don't know the vaccination status of the animal, you should get the Rabies PEP shots. This got me a bit worried and the next day I called Amazon to ask if they would contact the owner on my behalf and find out the vaccination status. I knew I needed the address of the customer to tell Amazon where it happened, so I used the geolocation on the photo and a corresponding County Appraisal District map to get the address and the name of the owner of the house. Amazon took the incident report and contacted me by phone about 3 hours later. They offered to pay for my medical care but said finding the customer's contact information would take time. So, I went to the ER because I wasn't sure an urgent care center would have the rabies vaccine if I needed it. When I talked to the person at the desk in the ER, they said they were required to file a police report. This was until they found out it was in a small town and then they told me to file the report because it was in a small town and I might have to go in person (though they would treat me first if I wanted); the town was about half an hour away.
I held off on the treatment and I made a call to the city listed on the address. They told me it was a different jurisdiction and that the County Sheriff handled law enforcement issues for that area. So, I called and they sent out a deputy right to the ER location to take my report. He filled out the report and called it in and then he waited there while they sent out another deputy that was in the area of the customer to contact them and find out if the dog was vaccinated. He told me if it wasn't vaccinated they would get a citation. It took about an hour and a half of waiting, but finally, the deputy gave me the news that their vet confirmed the dog was all up-to-date on their shots. He also told me the owner said the dog bit me because she was pregnant and being protective. Well, this lady should have never let the dogs out in the first place!
Except for my small war wound from the Flex Jungle, it all turned out well... thank the Good Lord!

With the state’s largest county already facing at least one lawsuit over refusal to comply with public records requests, a leaked memo from Harris County officials appears to outline a strategy for avoiding the release of documents related to County Judge Lina Hidalgo’s travel and taxpayer-funded expenses. Investigative reporter Wayne Dolcefino reported this week on a leaked chain of emails that began with a January 25, 2023 open records request from Houston Chronicle reporter Jen Rice seeking travel records for Hidalgo and “her entourage” between January 2019 and January 2023.
After requesting clarification, Hidalgo’s legal counsel Kathryn Kase forwarded the request and instructions for handling it to several Hidalgo staffers and Glenn Smith of Affinity Dynamics. The county auditor’s office lists payments totaling $35,000 to Smith’s company in 2020, but none this year.
“The law does not require us to create documents in response to this PIA request and I ask that you not create such documents,” wrote Kase. “For example, if we do not have a list of the Judge’s trips outside Harris County that the County paid for in whole or part between 1/1/ 2019 and 1/25/2023, then the law does not require us to create such a list, nor do I want you to create one.”
Kase also stated that staffers do not have to ask other departments for documents responsive to the request.

Rice’s request likely stems from reports of Hidalgo taking private security, paid for by Harris County taxpayers, on her personal vacations to Mexico, Columbia, and according to sources familiar with the matter, Thailand, earlier this year.
Until last April, the Precinct 1 constable’s office provided security for Hidalgo, but in a 3 to 2 vote the commissioners court approved a no-bid contract to private security company XMi Protection at a price of $121,524 for three months. The commissioners later approved a budget of up to $500,000 for XMi, although reportedly Hidalgo’s security is now provided by the Harris County Fire Marshal’s Office while XMi continues to cover other employees.
XMi has invoiced the county for $32,322 in expenditures in 2023.
According to records, a taxpayer-funded security detail traveled with Hidalgo on her trips to Mexico and Columbia.
The leaked memo with Kase’s instructions coincides with multiple pending lawsuits over Harris County’s noncompliance with the Texas Public Information Act (TPIA).
Although the Texas Attorney General’s Office ruled that the county must release public records related to the November 2022 general election, County Attorney Christian Menefee instead filed a lawsuit in a Travis County district court to block records that include communications between Elections Administrator Clifford Tatum and the office of Commissioner Rodney Ellis (D-Pct. 1).
Jim “Mattress Mack” McIngvale and Dolcefino have also filed a lawsuit against the county, seeking access to public election records that the county has refused to release on the grounds that they are related to litigation and a criminal investigation of Tatum and the elections department.
In response to multiple complaints over delay and evasion tactics employed by government agencies across the state, Sen. Paul Bettencourt (R-Houston) has pushed legislation that would punish those using the appeals process to delay compliance. His Senate Bill 1579 has been approved in committee, but it has not yet been scheduled for a vote on the Senate floor.
According to attorney Bill Aleshire, public information requests must be carefully tailored so as not to offer any loopholes. Aleshire opined that instead of asking for a “list,” Rice should have requested specific documents and included multiple departments in her original demand.
“Having said that, a public office devoted to transparency would not quibble with a requestor seeking travel records; it would just provide the records they’ve got, in good faith,” Aleshire told The Texan.
The City of Kemah has also challenged public information requests in court and sued Texas Attorney General Ken Paxton to block the release of an investigative report on the city’s police chief. The Texan has also filed criminal complaints over the city’s failure to produce documents known to exist through leaked information from city council members.
In another leaked internal Harris County memo, legal fees approved by the Harris County Commissioners Court last March totaling $671,383 are described as covering legal costs for Kase, Ellis, and other county employees related to the investigation of a since-canceled $11 million COVID-19 vaccine outreach contract and allegations that Ellis had stored an African art collection at taxpayer expense.
The memo also includes “talking points” from “GS” that former Justice Administration Director Jim Bethke and other county officials, including Tatum, have been harassed by District Attorney Kim Ogg.
Payments for legal expenses appear to have been approved for McClees Law Firm, PLLC; Rusty Hardin and Associates, LLP; and Khalil Law PLLC. In addition to Ellis, Hidalgo, and other employees, the memo notes expenses were also covered for Commissioner Adrian Garcia (D-Pct. 2).
In the March 14, 2023 vote to approve the legal expenses, Hidalgo abstained, but Garcia voted to approve. Only Commissioner Tom Ramsey (R-Pct. 3) voted against the expenditure.
Kase did not return a request for comment by the time of publication.
