Debt ceiling: How Wall Street learned to stop caring — and why that might be changing
Today's Takeaway is by Brett LoGiurato, Yahoo Finance's front page editor.

As we noted here last week, Wall Street has treated the latest version of Washington drama over raising the debt ceiling with a collective shrug.
It's Thursday, and we are officially one week from the "X-date" that Treasury Secretary Janet Yellen keeps warning about in official letterheads that give off vibes of increasingly sternly worded emails. (I'm expecting her next to simply read, "pls fix.") By the way, the Treasury Department began using so-called extraordinary measures on January 19 to stave off default. So even though this is just becoming a full-fledged crisis now, it has been brewing basically the entire year.
But much in the same way Wall Street has powered through talk about a potential recession and the Federal Reserve's rate-hiking campaign, the debt ceiling hasn't yet made a noticeable dent in the market's rise so far.
Even with a bit of a shock to the systems over the past couple days, the S&P 500 is up over 7.5% this year and down a meager 0.6% over the past month. A far cry from the index tanking itself almost 20% during the famed 2011 debt-limit crisis.
Why are investors nonplussed? The simplest explanation is that we've been here before — literally dozens of times — and things always have a tendency to work out. NPR correspondent David Gura said Wednesday on Yahoo Finance Live that he's surprised there hasn't been "more of a market reaction," but noted that "we've been here more than 70 times."
But this may actually be the time the boy has a point about the wolf. The dynamics of this fight are much different than prior battles that went down to the wire. In 2011, for instance, both President Barack Obama and then-House Speaker John Boehner had an incentive to come to the table — Boehner building on a momentous midterm victory on the back of the "Tea Party" movement and Obama because of those dynamics (and what was, at the time, genuine interest in a legacy-defining deficit-reduction deal).
Now, however, President Joe Biden (correctly) sees little incentive to negotiate and continue the precedent of hostage taking over spending that Congress has already authorized. Speaker Kevin McCarthy appears most worried about satiating the desires of his most rightward flank.
The other possibility is that everyone is concerned under the surface but trying not to admit it above water. Republican Rep. Patrick McHenry, a negotiator on McCarthy's team, said this week that his text messages from people on Wall Street are a "dumpster fire."
In any case, Wall Street's apparent lack of caring is a big problem for the negotiations. Washington might need a kick in the pants to get the sides closer — or to get one side to finally budge. A dramatic hit to people's 401(k) plans might get the public to get more vocal about it, as well.
The last couple of days have shown what may be the beginning of that kick. The S&P 500 is down over 1% over the past five days. Nick Colas, cofounder of DataTrek Research, also called attention to recent moves in Treasury bills — and how 1-month to 6-month bills are all yielding more than the federal funds rate.
Some market observers have the end of this week circled on their calendars — if we're still stuck in neutral by the weekend, Tuesday's return could bring some of the ugly consequences that have been warned about for a long time.
In the end, though, markets have remained calm largely because it's somewhat unfathomable to think about the alternative.
As Colas told Yahoo Finance: "DC likes to color in between the lines rather than create a new picture with uncertain consequences." The next few days will be critical to that picture.

A string of both former & current employees testified for the defense on to partly counteract claims made by a parade of former employees that testified earlier in the trial for the prosecution, and also refute allegations made by Jackson's current accuser and family.
Former ranch employee, Francine Contreras, said that while working closely with fellow former employee Adrian McManus, she never heard the woman ever speak ill about Jackson, although McManus testified for the prosecution and claimed she saw the singer inappropriately touch actor McCauley Culkin.
Contreras did not directly address that testimony by McManus, she did cast doubt on McManus' character revealing the woman to have stolen many items from the ranch including items of clothing, hats, watches which are displayed at her home. The witness also claimed that McManus had stolen toys from the ranch that were bought as gifts for under privileged children visiting
Violet Silva, a current Neverland employee working at the ranch since 1991 & chief of security since 1997 testified that, "The emphasis at Neverland was on hospitality. That was our primary duty, to make them feel welcome"
Silva, although stated she had minimal contact with Jackson's current accuser's mother, claimed that the woman's behavior was at times not short of unusual. She said that it was the sister who took care of the two younger boys, reminding them to take showers and be neat.
Silva said she did not know of any children drinking alcohol or appearing intoxicated at the ranch. She said liquor was kept in the ranch wine cellar, which was locked. The accuser and his siblings have claimed they were served wine in the cellar.
The Neverland security chief described the accuser and his brother as "rambunctious."
"They were pretty reckless," she said. "They'd get in a ranch vehicle and we had to stop them. They were young. They couldn't drive.... They were pretty destructive."
Speaking of a 2/19/03 directive that was logged in at the ranch asking the accuser & his brother not to leave the ranch, Silva stated it was only without adult supervision that they were not to leave & not because they were held against their will
During cross-examination, DA Sneddon asked Silva if she had told an investigator that as a mother she wouldn't want her children to participate in activities at Neverland.
Silva, who has daughters and granddaughters, acknowledged saying that.
Under redirect questioning by Jackson attorney Robert Sanger, she said she would bring her children for "family fun day" but not other times.
"Some of the activity was beyond my comfort level," she said without explanation.
Joe Marcus, the ranch manager at Neverland, took the stand to refute a string of allegations made by Gavin & his family. Marcus who has been employed at the ranch for the last 18 years testified that he had never witnessed Jackson act inappropriately around children or anyone that would warrant him to report an illegal act to authorities.
Despite an animated testimony made by the accuser's mother, where she claimed to be held against her will at Neverland and was speaking in codes, plotting means to escape the hands of an evil predator who held her and her family locked behind a sprawling ranch, Joe Marcus said that the family members "were excited to be there" and when he would take them out on shopping trips and to the dentist they were anxious to get back to Neverland.
"Did she ever complain to you about anything?" defense lawyer Robert Sanger asked.
"Never," said Marcus.
The ranch manager testified that during the time he took the family out for a shopping trip, he remained in the car where the family wandered around the shopping center for about an hour.
Sanger asked if there was ever a time during that shopping trip & others when the mother was followed by a "positive PR film crew," something she described on the witness stand.
"Not to my knowledge," Marcus said.
He said he met the family one day at an orthodontist's office where the accuser & his brother went to have work done on their teeth. He said it was raining and he found the family anxious to get back in the car and return to Neverland when the appointment was over.
The mother has said she made up dental needs as a ruse to try to escape.
Marcus and other witnesses gave the jurors colorful descriptions of Neverland, which they have only seen in photos. The judge refused a request early in the case to have jurors visit the ranch.
Marcus told of improvements Jackson made, including the rides, theater, zoo, train depot & water attractions.
Marcus stated that he & other ranch employees remembered the accuser and his family to be sympathetic guests initially when Gavin was recovering from cancer but when they had returned a year later the employees said the boys were rambunctious and destructive and got into trouble, crashing golf carts and trying to drive ranch vehicles.
Jackson left the court hastily after the day's testimony and his spokeswoman, Raymone K. Bain said he was in pain from a persistent back problem.
"He's very physically tired. His back is not doing well. He was uncomfortable in court," she said.
Bain said that Jackson's spirits remain high because of his defense team's efforts but that the trial in general has made him unhappy.
"It's very difficult to come in and hear these things said about you," she said. "None of this helps his image. We're looking forward to his being vindicated."
She said Jackson "wants this to end so he can go on with his life. He wants to get back to what he does, making people happy."

Karen Faye,MJ's long time Hair and Makeup artist takes the stand. Faye starts out by listing some of her famous clients, including Michael Jackson, Kevin Costner, Annette Bening & Smokey Robinson
Faye spends several minutes describing what she does. She talks about having to get close to someone when she's doing their hair & makeup.
She says her relationship with MJ grew over the 27 years she worked with him to a brother and sister relationship. Faye and Jackson became "very close" starting in the early 1980s, she said. "It was almost like a brother and sister relationship. If I was having trouble, I could call him and he could call me. You talk, you share, you become very close, and imagine that over 27 years"
Faye spent about 90 minutes testifying about her close relationship with Jackson, who hosted her wedding at his Neverland Ranch & enlisted her to travel around the world with him. She breezily described Jackson's meetings with Princess Diana & other dignitaries, his Super Bowl performance, and other larger than life moments from his life. Jurors and spectators laughed at times as a parade of photos and videos shot during his performances were played. "I was from Pittsburgh, Pennsylvania. I was just very normal," she told jurors. "I found myself working with this magical person." She said Michael was like a brother to her. Even after she gave birth to her daughter, he enlisted her for another tour."I said, 'I can't go all around the world with you. I'm a mother now,'" Faye recalled."Michael never took no for an answer. 'Yes you can, it'll be great for her,'" she recalled him saying
She's asked about the 1984 Pepsi commercial accident. She says she worked with Michael after that to mask his injuries.

Panish asks Faye to describe Michael: "He was a gentleman. He was elegant. He was brilliant", she says as she starts to break down. After a couple more questions, Faye starts to cry. She gets emotional describing his creativity & relationship with his fans
The jury is shown a photo of Jackson doing Faye's makeup, brush touching her face. Panish asks her how Jackson did, "I didn't like it at the time, but now that I look at it, I looked pretty good", Faye says of Jackson's makeup job. The room breaks out into laughter
Panish next shows Faye & the jury photos of just Jackson where she did his hair and makeup. One of images is an Annie Leibovitz shot for Vanity Fair. "Who's Annie Leibovitz?", Panish asks. "Really?". Faye responds. There's laughter. Panish in a continuation of his self-deprecating questioning responds to her Leibovitz quip, "Hey, I don't get out that much"

Jurors viewed a series of photos of Faye & Jackson together through the years, including one taken in January 1996, the day after Lisa Marie Presley filed for divorce. Michael was upset because just before filing, Presley called him and begged him not to file for divorce, she said."She begged & begged, saying please don't file," Faye said. Jackson promised not to file, only to see "the next morning it was all over the press that she filed before him." The photo of Jackson out with Faye "was to give the press something to talk about" with Faye being "the mysterious blonde." "Lisa Marie Presley was calling Michael the day before (the photo) was shot, begging him not to divorce," she testified. "So he promised her he wouldn't file for divorce. But the next morning, it was all over the press she had gone ahead and filed. He was devastated"
Panish moves to videos of Jackson performances. He starts off with a performance of "Man in the Mirror" in Bucharest from the Dangerous tour. In the video, fans are screaming, some being carted out on stretchers. Panish asks Faye if this is common for a Jackson concert. Faye: "You obviously have not seen a Michael Jackson concert in your life" Panish: "I'm not answering that. I get to ask the questions"
Part of his 1993 Super Bowl halftime show was viewed, including his rendition of "We Are the World" and "Earth Song." "It was a very big deal, sir," Faye said. "I think it started the trend of having a big artist at the Super Bowl"
They viewed several minutes of Jackson's "Thriller," which Faye pointed out was a short film, not just a music video. A clip from a concert in Bucharest, Romania showed jurors how fanatical his fans were, dozens of them fainting as he sang "Man In the Mirror." When his 1995 MTV awards performance was shown, Faye noted, "He can moonwalk in a circle."Jackson's stamina during a show was remarkable, she said. "Some dancers would pass out, but Michael would be fine. He was able to do it."
Faye tells the jury she was responsible for keeping Jackson hydrated during shows. She says she's never seen another performer like MJ. "Michael would do five songs to the dancers' one. I never saw anything like it", Faye says of Jackson's performances.
A vintage video of Michael Jackson's hair catching on fire during the third take of a 1983 Pepsi commercial was played for jurors as a Karen Faye testified about the devastating migraine headaches he endured because of the injuries.
"I never saw anything like that in my life," Karen Faye testified. "This was someone I knew and he was on fire"
"His hair caught fire, but he kept dancing," she said, as jurors watched the infamous video of pyrotechnics igniting Jackson's head as he danced down stairs on a stage. "I was screaming and Miko (Brando) got through somehow and had to wrestle him to the ground, because he had no idea he was on fire. Miko put the fire out with his hand."The fire burned off a section of hair, which doctors tried to repair with surgery to stretch his scalp, she said. Michael suffered migraine headaches after that
Instead of suing Pepsi, she said, Jackson asked Pepsi to build a burn center at Brotman Medical Center in Culver City where he was treated. "Everybody thought he'd sue Pepsi because it was a mistake," she said
Later, a bridge suspended above a stage collapsed as Jackson danced on top of it during a show in Munich, Germany causing him to fall three or four stories, she said."When I saw what happened, I thought he could be dead," Faye testified. But Jackson held onto his microphone, stood up and finished the song. "He said 'I can't disappoint the audience,'" she said. So he finished the show finale but collapsed in the dressing room when it was over, she said. "He suffered back pain from that moment on," she said
The fall, she said, left Jackson with back pain that flared when he was under physical or emotional stress
Michael "was so buzzed by his own adrenaline after a show" it would "take him 24 hours to relax his body and, sometimes it would take two days to be able to sleep," said Faye. "As the tour went on, shows got closer and closer, and he would have trouble sleeping," she said. "It would start out OK, but it would get worse and worse. He tried to find ways to deal with it."Dealing with it involved a series of doctors, she said.
"Michael always believed that a doctor had his best interest at heart," Faye said. "He believed if he got something through a doctor that it was safe and OK for him to use it."
She says Jackson trusted the advice of doctors to help him sleep and deal with pain from injuries and performances

Faye says during the Dangerous tour, promoters asked that she give Michael injections of pain medications, but she refused. She says a tour manager who later became a top AEG executive then enlisted a doctor to treat him
That Pepsi burn touched off Jackson's reliance on painkillers, though Faye said she really didn't grasp it until his Dangerous tour in 1992-93. Faye said there were always two doctors around on that tour, willing and able to give him as many painkillers as necessary.
"I came to learn there was a balance of medication",Faye said."They [medication] had to be strong enough to overcome Michael's pain but not so strong that he couldn't perform"
"Debbie Rowe asked me to learn how to give injections," she said. "I thought about it and said 'No.' I am not qualified to handle any kind of medications"
Despite being asked by tour promoters, Faye said she refused to give him injections for pain. She said Paul Gongaware, a promoter who later became a top executive with AEG Live LLC, then brought in doctors who treated Jackson in 1993 on his "Dangerous" tour, which she told jurors had to be halted early due to the singer's prescription drug addiction.
When the tour was on its way to Bangkok, Thailand, Faye was asked to carry a package she was told contained medicine patches for Jackson's pain, she testified. She refused to travel with it, she said.Faye testified that the tour doctor -- Dr. Stuart Finkelstein -- later told her "I'm glad you weren't carrying it. It has vials and syringes. If you had brought this in, you might not be here." The implication was she could have been arrested for smuggling drugs. Gongaware, now the Co-CEO of AEG Live, was in charge of logistics for the Dangerous tour and was involved in the incident, Faye said.
In Singapore she saw MJ stumbling and fell into a tree in his dressing room. She was afraid for him and told the Doctor. She told the doctor he couldn't go on in that condition but the Doctor said he could go on. She was afraid for his life.

Faye testified that while backstage, she turned to someone she knew as Dr David Forecast & urged him not to let the wobbly Jackson take the stage.
His show opened with him being thrust onto the stage by a "toaster," which requires him to "curl up and be shot up" from a small enclosure under the stage, she said. "His arm could be severed," Faye said. "I feared for his safety, I feared for his life. I put my arm around Michael and told Dr. Forecast 'You can't make him go out. You can't take him.' And he said 'Yes, I can.'"
The doctor "backed me up against the wall and put his hands around my neck and said 'You don't know what you're doing,'" she testified. "I nearly fainted, and he grabbed Michael and took him to the stage."
She said Dr. Forecast marched a disoriented Jackson to the stage, but the concert was cancelled nonetheless
Faye said she never witnessed the singer's treatments, but he appeared to become more dependent on prescription drugs in the years following the Dangerous tour. She said she worried every time she saw a doctor arrive to treat him."I was always worried that Michael was in pain," Faye said under questioning by Brian Panish. She said Michael had a low pain tolerance except while performing
MJ was on tour when the first allegations hit the papers in 1993. He was under a lot of stress. The world thought he was a pedophile. That tour ended when Elizabeth Taylor came to Mexico City to accompany him to a rehab facility outside of London ."Everyone knew Michael had a problem," Faye said.
"We all went home", said Faye who later flew to England to join Michael at the rehab facility, which she described as a beautiful country home.
Faye also recalled how Jackson's reliance on medications coincided with the first time he was accused of child molestation in the early 1990s."Michael had to go on stage every night knowing that the whole world thought he was a pedophile," Faye said, shaking her head and crying.
Faye also recalled an odd incident before his Madison Square Garden performance in 2001. When she went to his hotel room to make up his face before a show, Faye testified that a doctor stopped her and said: "'I just gave Michael a shot, he's going to be asleep for the next five or six hours', I said 'that can't be, he's set to perform'"
She eventually got into his room, woke him up and fed him bagels to keep him awake & ready to perform
The media put Michael Jackson "on display" during his trial, Faye said, wiping tears. During that trial, he would wake, play classical music, watch 3 Stooges, anything that made him happy- before heading to court. Michael took care of his hair and dress but couldn't eat and lost weight, Karen said.
She was with him during the trial. She would do his hair and makeup for the "red carpet" at the courthouse. She would go to Neverland each morning before daybreak to help him wash and dress, she said. "I wanted people to think he still looked good and was still strong," she testified.
"I'd wash his hair in the shampoo bowl (and) blow it dry"They would get on their knees and pray, then hug each other and cry. While Michael tried to be brave, "he couldn't eat. He was afraid", she testified. "The pain got worse. He got thinner. " He wouldn't eat or drink during the trial for fear he had to go to the bathroom; one of the guards would have to escort him. He was too shy.
She said it was a particularly difficult time for him. "He was losing weight," she said. "He couldn't eat because he didn't want to throw up because he had to watch all these people he loved & cared about tell all those lies." He also refused to drink in the mornings because he hated using the courtroom bathroom, she said.
He eventually got so frail that one morning he fell and had to go to the hospital, she said. That event led to the infamous 'pajama' incident, in which he arrived at court in his nightclothes because a judge threatened to send him to jail if he didn't appear immediately.
"There was no time (to change him)," she said, crying and dabbing tears with a tissue. "He went into court without his hair done in his pajamas"
Although he was acquitted, the pressure of the case and media attention took its toll, she told jurors."He couldn't eat," she said. "He was afraid. He was in pain. He got thinner. His physical pain, his back pain, it all kicked in."
Karen Faye said MJ asked her to be on the This is It tour and she said "yes". Panish asks who Faye negotiated with. She says AEG executive Paul Gongaware negotiated her rate to work on tour. Gongaware signed Karen Faye's contract, which was finalized in May of 2009. She was with Jackson a lot during This Is It preparations.
Faye, said she was concerned when she first saw the schedule for Jackson's 50 This Is It shows at London's O2 arena. "On looking at that, I said, 'He can't do this,'" Faye testified. "The shows are far too close together. I knew what he needed between shows. I thought he might last a week." When she raised the matter with show director Kenny Ortega, "he kind of fluffed it off," she said. "Michael's adrenaline and what it takes for him to perform with that much effort and what he himself puts into a show, he needed a lot more time to at least get some rest and sleep, and to be healthy and maintain that kind of longevity," she said.
Panish asked Faye whether Jackson ever expressed concerns about the This Is It production. She says "yes", but AEG objects. The attorneys went into a lengthy sidebar on whether Faye can tell the jury what Jackson's concerns were. AEG argued it's hearsay. Jackson attorneys had to tell Faye not to automatically say what other people told her, especially if AEG objected.
Faye testified that MJ wanted to do the tour for his children. They had never seen him perform. He also wanted to do it for his fans
Michael appeared "very, very excited" in early production meetings, but "the first time he actually got up on stage and rehearsed, I saw the change in him.""The turning point was when he had to get up on stage and actually start performing," she said
She said MJ's skin was very dry, his eyes were dry, he was losing weight & he kept repeating himself
She testified that MJ was showing signs of paranoia. That he had to see her when he was on stage always. He would repeat over and over
She had concerns and expressed those concerns to Kenny Ortega.
Jackson tried to avoid rehearsing for This Is It. Eventually, "they had to make him rehearse," she said. "They're insisting to the point of going to his home"
She said Director Kenny Ortega and AEG CEO Randy Phillips insisted MJ rehearse. AEG executives continued to push Jackson, Faye said. She testified she overheard a phone conversation in which Gongaware told Jackson's assistant to get him out of a locked bathroom and to a rehearsal. He had locked himself in a bathroom at his home, refusing to leave for rehearsals. Faye described Gongaware, AEG Live's co-CEO, as "angry and kind of desperate" "Do you have a key? Do whatever it takes," she said Gongaware screamed.
After a meeting between MJ, Ortega, and Phillips, Faye was told not to follow MJ's instructions anymore. She should show tough love. She said that after Jackson missed several rehearsals, Phillips told her to ignore his instructions.
She became more concerned for Michael's health in the last few days. She forwarded several emails to producers and included her own concerns. Faye testified that Phillips told her at Jackson's funeral that "he tried to do everything he could."Did she believe him, Panish asked. "Sir, Michael Jackson is lying in a casket only a few feet away from me," she said. "I had no words to respond. That's not everything you can do"
She said Jackson was frustrated and after a costume fitting days before his death repeatedly asked her, "Why can't I choose?"
Faye, choking back tears, read portions of an email from one of Jackson's fans that she forwarded to his now deceased manager, Frank Dileo. It described the singer as a skeleton."If we do nothing, he will die," the fan wrote. "I know people who work for him cannot tell him anything. I know his own family tried to help him but he won't listen."Faye said she wrote Dileo that she agreed with the assessment, but the manager never responded in writing. By this point, Jackson was often cold to the touch and was becoming increasingly paranoid. Faye said he became obsessed with her being within sight when he was rehearsing onstage.
Michael appeared paranoid, repeating himself and shivering from chills in his final days, Karen Faye testified. "This was not the man I knew," Karen Faye testified. "He was acting like a person I didn't recognize."
At a rehearsal in mid-June, Jackson was talking to himself, she said. "When I was around, he was repeating himself an awful lot, saying the same thing over and over again."
Faye, who had to touch Jackson when she put on his makeup, said it was "like I was touching ice." At one rehearsal, she covered him with blankets and put a space heater next to him, she said
Faye said she raised her concerns once in June with AEG CEO Randy Phillips. He told her, "Yeah, this is bad. It's not so good. I had to scrape Michael off the floor in London at the announcement because he was so drunk," she said

The California Department of Forestry and Fire Protection (commonly referred to as the CDF or CAL FIRE) has an Aviation Management Program to provide aerial firefighting services. Headquarters are at KMCC Sacramento McClellan Airport (McClellan Aviation Management Unit and McClellan Air Tanker Base). The state is divided into a Northern Region with 12 units and a Southern Region with 9 units, for a total of 21 units. Aircraft are based at 14 Fire Attack Bases (also referred to as Air Attack or Air Tanker Bases) and 10 Helitack bases, plus one shared CAL FIRE / San Diego County Sheriff Helitack base. Additional aircraft are used as needed, including aircraft from local law enforcement organizations, local fire departments, contracted private companies, and military units (National Guard, Air National Guard).

Air Tactical Aircraft - Air Attack

Fixed-wing aircraft that flies over an incident, providing tactical coordination with the Incident Commander on the ground, and directing airtankers and helicopters to critical areas of a fire for retardant and water drops. Crew of two: Pilot and Air Tactical Group Supervisor (also referred to as Chief Officer, Air Attack Officer, or Fire Captain).

Current Air Attack Aircraft: North American OV-10 Bronco

All aircraft are ex-USN/USMC OV-10A or OV-10D types. Six aircraft were previously used by the Bureau of Land Management, with an additional 13 - 15 aircraft acquired starting in 1993 via the Federal Excess Personal Property program. An eventual fleet of 20 aircraft is planned. Ejection seats, armor, weapons, and weapon systems (including fuselage sponsons) were removed. A 125 gallon fuel tank was installed in the cargo compartment. The electrical system, avionics, navigation systems, and radios were updated. The OV-10A all originally had three-bladed propellers, while the OV-10D had four-bladed propellers. All existing operational aircraft have been upgraded with MT-Propeller five-bladed propellers.
The aircraft are owned by the US Forest Service and CAL FIRE, flown by the California Fire Pilots Association, and operated and maintained by Amentum (formerly DynCorp/Amentum and DynCorp International), and Logistics Specialties Incorporated. They are located at 14 Air Attack Bases throughout California. The CDF holds the FAA type certificate for the OV-10A, operating in the "Restricted" category.
Aircraft are assigned a call number based on the unit number to which they belong. While just the call numbers are painted on the aircraft, they are often referred to with an "A" or "AA" prefix, e.g., A110, A-110, or AA-110. This essentially makes it a civilian aircraft designation system.
One of the three aircraft based at McClellan sometimes may be based elsewhere, e.g. A505 was based at Redding in 2016, while the other two are used as spares. Source

There seems to be some confusion as to the fate and current identity of two OV-10s: BuNo 155479 and BuNo 155480. Both serial numbers are listed in the FAA type certificate data sheet.
(MSN 305-90) converted to OV-10D. To AMARC as 1V0048, to PA0009 Apr 30, 1993. Later operated by California Department of Forestry as N408DF. Conflict here as Registration N47892 originally reserved but cancelled Aug 20, 1998, registered N88970 Feb 21, 2008 to US Department of State, Patrick AFB, FL. Registered 15Jul09 to National Vietnam Veterans Museum, Mineral Wells, Texas. Registered 7Dec17 to Mangic Foundation, Costa Mesa, CA; current [Mar20]. So glad I just happened upon this subreddit. This is excellent. Precisely what is needed to gather evidence, strategize and reverse engineer the tech and tactics responsible for our disenfranchisement, marginalization and torture.
The following is my basic rant and i do mean rant so feel free to skip straight to what I bring to the table as far as tech to utilize if you're heard enough of these personal experiences.
I am a targeted individual. For over 13 years, I like many thousands of other Americans, have been the target of some military or 'intelligence' organizations social engenieering experiment using a form of directed energy that is, as far as I can tell, impossible to detect, shield from or jam. My reason for making such a bold claim is not unfounded, I've been deep in caves, lava tubes, sophistocated, large, multilayered faraday cages, had a 2 hour long fMRI for brain imaging also in a room that is a faraday cage, spent several hours 1.25 miles under ground in a neutrino detector laboratory in a retrofitted mine and found absolutely no attenuation of the offending signals which generate auditory stimuli in my brain. In other words, voices in my head or more precisely synthetic telepathty, 2 way, realtime, non-vocal communication 24/7/365 since Nov. 7th 2010.
I'll spare you the details and recognize you are either in complete or partial agreement with me or likely assume that I'm just a crazy schizophrenic who is paranoid of imaginary technology that doesn't exist. If you are the latter I don't fault you, in fact I would likely think the same had I not been exposed to this tech against my will. I you are of the former and know what I am describing then I have sympathy for you and you now have a new ally and fellow Warrior who will do whatever is necessary to educate others who do not yet know or believe what is happening.
When it comes to exposing this program and those cowards who CHOSE to prey upon civilians despite clearly being on THE WRONG SIDE OF HISTORY, I hold nothing back regarding the facts of the matter. When it comes to matters of free will, civil rights, Liberty and Justice, this is not a game to me. This is as serious as it gets.
There are some people who would have you believe that the Liberty Bell is one of the highest symbols for America in our long and hard fought struggle for Freedom. I am NOT one of those people. To me there is no Liberty in that broken bell. It doesn't ring true and in fact, it never has. To me Liberty is not a symbol, freedom is not an empty metaphor that means I have the choice to buy an iphone or an android or cheer on the ACTORS in the democratic party or rally behind the ACTORS in the republican party. Both self serving hypocrites and disgusting 'choices' if one can call them that.
Freedom is waking up and having cognitive liberty, having ones own inner thought process unimpeded by the commentary, unwanted observations and interjections of other people, an AI chatbot, or any unnatural influence to my mind. Freedom to guide ones actions and choices throughout the day and not be knowingly or unknowingly influenced by external pressures. Freedom from direct neurological intervention which is what I have had to live with since Nov 7th 2010. Imagine if you can what it would be like to not have a moment of silence with your own natural train of thought, without the constant awareness that other people are hearing your every thought for that long. Now if you tried that little thought experiment you have a small understanding of where I am coming from.
The panopticon is not only illegal but cruel and unusual punishment. So considering that this is orders of magnitude more invasive and psychologically disturbing than a physical prison, those guilty of forcing this upon us should be met with appropriate punishment for such cruelty.
I often ask those who do this to me "does the punishment fit the crime?" Which is absurd as I have been charged with no crime yet punished with the most cruel torture one can undergo. So if they are ever actual humans operating behind the computer chat bots, hopefully they will ask themselves this question and ponder, in a just society, what the punishment for their crimes against humanity should be. And if they don't no worries I have thought it through completely to its logical end.
I am in western Oregon and want to meet anyone else who is on the level, targeted and no longer in reactionary mode. What can I do to help?

The Psychological: impact and stages of processing as a target, psychological repression mechanism at various stages of dealing with life as a target. What helps what doesn't. How they use your weaknesses against you. Constant torture to wear down ones will. Repeated set up to some culminating events that make you react out of terror and fear in order to make you appear to be crazy to outsider witnesses. Their rug pull tactics, gaining trust and then destroying all trust or belief in their humanity over and over until you no longer have the capacity to trust anyone at all. Divorcing meaning from language. Lesson in Stockholm syndrom
The Guilty targeter psychological profile: those who target us or the chatbots they program to do their dirty work. They constantly feign outrage and disgust. Negative conditioning. Point at target and blame and call guilty, criminal, awful person when they are actually the truly awful criminal who is guilty of war crimes and crimes against humanity. The attempt to project their guilt onto the target who is a victim and not to blame for anything they do that is questionable or illegal once targeting begins because those doing this illegal act are responsible for anything and everything that the target does because they are acting and reacting in a state of terror generated by those who have put them through this torture against their will and with no justification. Not capable, no over site, unqualified to have this kind of power over another human being. Dangerously attempting to and failing to play god when they are inept, ignorant, unintelligent, and devoid of empathy or humane inclination whatsoever.
The nontarget psychological: disbelief, typical questions they have, inability to entertain the idea due to extreme unease people have with the idea that others can access their private thoughts.
The psychologist/psychiatrist psychology: Inability to examine data, conditioned response to diagnose based on subjective information, inability to initiate objective data collection via technological apparatus widely available. Inability to even consider the possibility that this is being done to civilians despite overwhelming evidence to the contrary and patents and credible evidence and whistle blowers who have come forward explaining exactly what is happening. The history of the CIA and DSM manual, history of CIA and psychological experimentation, MKULTRA, Ewan Cameron, Ted Kazinsky. Etc..
These are just a few things off the top of my head but there is so so so much info to cite and direct experience to draw from to paint the picture that need be seen by anyone willing to open their eyes to what is taking place around them albeit unknown to them.

Peter Lee Coker
A native of Allentown, PA, Peter Lee Coker has made Chapel Hill, North Carolina his new home. A former college basketball star, Coker has become a star of the investment and executive management industry. Together with his partner, Peter Reichard, Coker formed Europa Capital Investments, LLC. He not only invests in the companies that come to him for assistance, he also invests in his community. Coker supports a number of nonprofit organizations, as well.
Education
Peter Lee Coker attended Allentown High School and graduated in 1960. After graduation, he attended Bullis Preparatory School to help him get ready for college. His college career began at Dartmouth. In 1963, he transferred to North Carolina State University. He earned his Bachelors of Arts from the school in 1966.
He continued his education at the university. In 1968, he earned a Masters degree in Economics. While at North Carolina State, he was an active participant in college sports. He played on the school's basketball team and received a scholarship from the NCAA after graduation. He continued his commitment to basketball at the school by coaching the freshman basketball team from 1967 to 1968.
Professional Career
After his time at North Carolina State, Peter Lee Coker moved back to Pennsylvania. For a decade, he worked at Bethlehem Steel, from 1968 to 1978. Bethlehem Steel was at one time the second largest producer of steel in the U.S.
At the steel company, he served as the assistant vice president of the company's pension fund. He was responsible for overseeing and managing over a billion dollars in stocks and bonds in the pension fund. He invested funds and assets in U.S. stocks and bonds. He also met with the board of directors monthly to discuss the portfolio's diversification and asset allocation.
When his position at Bethlehem Steel ended, he moved on to work at McGlinn Asset Management. There, he served as the managing director of a Registered Investment Advisor. At McGlinn, he worked with high net-worth individuals and managed Taft Hartley funds as well as corporate pension and profit-sharing funds.
At the end of the 1970s and the beginning of the 1980s, Peter Lee Coker decided to use his talents to form his own company. In 1979, he founded American Asset Management Company, Inc., in New York City. In addition to founding the company, he served as the managing director until 1995. American Asset Management Company was a Registered Investment Advisory firm.
At the company, Coker managed both institutional and individual investment portfolios with full discretion. Half of the portfolios he managed were U.S. institutional portfolios and just under half were from off-shore investors. In total, he managed more than $1 billion in funds such as Taft Hartley funds, pension and profit-sharing funds, and hedge funds.
After more than a decade in New York, Coker returned to North Carolina in 1996. In Raleigh, he served as the managing director of Capital Investment Partners, an investment banking firm. At Capital Investment Partners, he helped companies go public, assisted in mergers and acquisitions, and assisted with leveraged buyouts. He also helped companies with capital raise and restructuring.
At the start of the 21st century, Peter Lee Coker founded Tryon Capital Partners, a merchant banking firm in Chapel Hill. The company changed its name to Tryon Capital Ventures in 2004. Coker serves as the managing director of the firm.
When the firm was Tryon Capital Partners, the focus was on helping companies raise equity or debt or with helping companies with capital restructuring. The focus of Tryon Capital Ventures is now assisting companies in getting funding, restructuring capital or going public. Tryon Capital Ventures works with companies based in the Southeastern part of the U.S., as well as companies based in Asia.
Charity Donations
Coker served as the chair of the NC State Investment Fund, a 501(c)3 nonprofit that operates an investment fund for the endowment fund of the university and for other foundations affiliated with the university. When serving as chair of the investment fund for a decade, Coker contributed financially to help the school's athletics program.
He has also given generously to the University of North Carolina Children's Hospital. The hospital helps children who are ill or injured. It serves over 70,000 children from 100 counties in North Carolina each year. Coker's financial support of the hospital endowed the Dr. Fred Bowman chair.

2023.04.28 07:06 neomancr So have we gotten any plans on what to do about mosswood (tagged ohlone park) it's the one off of MacArthur. The thing I see is a better Dolores due to the hidden amphitheatre there.

It's already really nice, I head out there and like to ride around and practice stuff on my bike side there's so much grass but it's also pretty rad. There's that really cool spooky Gothic Victorian house. I'd say leave that to the pros of course and please let it be cool as it is. But around there is a literal Greek amphitheatre. I don't know why it's not being used but it'd be great to do live gigs there and there's plenty of space that people can make food sell stuff just like the archway strip of lake merrit. It's pretty much lake merrit but without the lake and instead lots and lots of space grass cozy places to hang out. I'm heading out there now since I did find a little camp so gotta talk to them and see what they think.
Regardless that's one tiny corner and the rest is basket ball, some type of pre k school I think, and then just so much grass 2 people exploring without talking can end up completely out of ear shot and have to literally make a phone call to meet up.
What I see as the real value there is that Oakland needs to bring back the music scene and live music is pure vibes that humans just flow to.
The problem I see is that it's really sprawled so you wouldn't even know where to play some ambient music to bring the park to life BUT go check out the acoustics of the amphitheatre there. That can be beautified. But those style of Greek a theatres don't just allow people to sit or all stand and see over eachother, they also amplify music due to the pocket and the seating leading to an area of less pressurized air where I bet you even a folk punk band that's completely acoustic would be audible through out the entire park. The way the amphitheatre is designed doesn't amplify sound evenly, it generally amplifies bass since those are the largest frequencies and also makes sound richer the closer you get and even of someone wanted to do a cross between Hamilton or a stage play you'd be able to make out what they're saying unmic'd.
But with with stuff like ebikes being auxiliary power banks now, and just small amps you can put on a pa, some little amps and sound pretty decent.
It can be used for rallies and speeches even. But as of now it might as well be buried under the grass...
So I can go see how much repair work it really needs but really all I saw was a few cracks and maybe it could use some art to draw your eyes to it. Otherwise when it's needed we ought to know it's there and it wouldn't be hard to draw attention there with some hidden led lights that'd light the path that could be solar powered and activated whenever there's something planned to shine light on the scheduled events and then it'd be easy to crowd source power from generators and bikes e scooters etc. To make it safe to walk around.
Otherwise mosswood park needs some clear entrances which would leads to natural pathways that gather people when they're walking and make it obvious where it's appropriate to set up say a bbq. When it's all just grass its straight up bad Feng shui ie bad pedestrian irrigation.
Sometimes all it takes are moving one stone at a time to make an entry point. Then just kinda over time people sort things out and you reinforce it. Add the garbage recepticles where the paths are becoming obvious intersections. And who know. Maybe the non recycling can be so food based it can be used to make fertiliser for a community garden which naturally serves as a safe space as well.
For the amphitheater:
Im thinking black light and just invisible paint at the edges of the steps to start off with and if there isn't a way for people with wheel chairs to get there we can all trace a path or 2 and people walking and riding to and from there will compact the dirt automatically kinda like the hidden bike / walk way along graffiti row. I can ride my bike through the left side all the way past high street and that was just from people walking and compounding the dirt till it basically became a natural path. And regardless of what you think about homeless people they tend to clean up what's recyclable. So some canvasses frame recepticals can be used to throw away cans, and a anything recyclable which would basically be a free donation to the homeless who would on turn clear them so we can be pro active with the litter by working with who and what's there. But for all that to work we need to have a sense that it's not just aimless grass but an actual park with with natural flow of traffic which then divide the places you'd walk from the places you'd stand by and sell whatever cbd psilocybin herbal tea or cookie next to some guy and an instrument that seems like it was "borrowed" from the museum. This one time around lake merit I saw a guy performing with a African two handed harp that was pretty much a Harp but folded into a taco shape which allowed him to be hendrix on that thing and play cords otherwise impossible on a Harp. Stuff like that is awesome.
Onto a topic to keep the roads safe...
To the motorists already rolling through the bollards, just quit doing that. They're there for your safety too. I hope that's all that needs to be said but geez, going through the bike path I'm already having to swerve around crushed bollards every 1 to 2 minutes or so. Yea you figured out theyre plastic. But they don't have to be and will not be if people keep knocking them over.
Around Mac Arthur, people aren't respecting the bollards which are using the fake cement trick (are those urbanists or is the town literally also using the fake cement bollard trick?). They're there to allow for safe parking and biking. Why would you knock them down onto the back path? There's a reason why there's no leader to the bike parties and we are about 1000+ strong. Go to a bike party. It's basically controlled anarchy even getting into the station where maybe one person swipes and everyone just manuals or lifts through since it's so crowded. So don't f with us because we can get mad and you know you're on the wrong. Next time you think the bollard is fake be prepared because something doesn't have to be real cement to be bad for your car to hit. Just like you can make a plastic ball look like a cement bollard you can fill what looks like a plastic bollard with whatever you want. And people who are making their bikes into party juggernauts. People are very clever when they want to be. That's why there's the whole er Dr stereotype of how they all commute by bike. And then a motorist hits him then goes into road rage and decides to stab the er Dr to death. That dude ruined his life because of car brain.
Cars are tuned at 60mph and get more and more dangerous and cause auto pilot fugue states that are the exact same as early onset dementia for a reason. It's not like we see many 60mph speed limit signs and nothing else besides very specific studies that involve being placed in a cabin and tasked to do something repetitive while meaningless like signalling to no one behind you while always exposed to to the latent stress that a slip up can cause catestrophe. There's a reason why per capita cars only get more dangerous to the point they're 3x more fatal than the next 3 nations combined. American cars are more deadly to the driver and passengers because they're bigger. Which is why the spike in children being killed in car homicides. The thing is plastic we learned how to electroplate in the 60s. People have been buying fewer cars, car sharing etc so they decided to sell people more car per person to keep up the illusion there's as much car out in the roads and taking up more parking space. So car sales dropped by 50% so everyone is sold 1.5x more car space per person. But that doesn't mean the car is stronger and its definitely not safer. It's the same as putting a plastic costume over an old truck whole raising your centre of gravity. That's why though they're larger they're actually LIGHTER. It's only the ones we send over seas that are armored. Besides that a little EV or even a little hybrid is heavier than one of those big suv trucks. That's why people say EVs pollute more. They are so much more heavy they are the primary cause of pollution from how much friction and weight they drag leading to the asphalt melting, and the destruction of the town infrastructure being (and if we snapped our fingers there wouldn't be enough lithium in the world to replace all cars with lithium EVs.) Farmers are importing solid old fashion trucks like kei trucks because they actually work as trucks.
So don't f with people just because you think a car will protect you. Cars are designed by people who know how to destroy them. I'm from Youngstown. Cars were designed to kill you or temporarily disengage your sense of consequence ever since it mixed its interests with opec+. That's why you get drowsy as does your passenger until you both get out and just stretch your legs. Of course I don't have any issue with good motorists who drive safely and responsibly just the kind who think they own the road and break things and especially those who are against making the number 1 killer of all things that's so far ahead like other humans we don't include them in lists just like how we don't include humans on the lists of smartest animals.
There is no braess paradox. Adding lanes doesn't cut down on traffic because your path is pre determined and every time you change lanes on a high way it cause a cascade of braking 1000+ ft behind you which is how phantom traffic jams suddenly appear or just keep happening from people constantly changing their lanes no different than if they kept changing their minds about what the fish or the beef. Cars in America are larger now which means the cabin can be pressurised even more effectively. Roll down your window a tad as you drive till you feel the warble of air in your car. That's what's happening inside thorax.
We started a watchdog group against the fascists who used to dare to cruise through and I stole one of their stupid iron rods meant to be lit and/or used as bludgeons as does my brother in law in Portland. We don't wanna have to figure out who's attacking random people just for biking just like no one cares to hear why you're randomly attacking people.
